The Malolos Clark Railway Project section CP N-04 is a key segment of the 163 km North–South Commuter Railway (NSCR), designed to ease severe traffic congestion across Metro Manila and surrounding provinces.
Spanning 53.1 km, the railway connects Malolos, Bulacan—located 40 km north of Manila—to the Clark Economic Zone and Clark International Airport (CIA) in Central Luzon.
The northern section, which includes 6.5 km of viaduct, cut-and-cover tunnels, and the Clark Airport terminal station, is being delivered by a joint venture between Acciona (Spain) and EEI (Philippines).
WJ’s Dewatering Expertise
Following the successful completion of dewatering works for the Dubai Expo Metro Extension (also led by Acciona), WJ was invited to design and implement the dewatering systems for CP N-04. Excavations required lowering groundwater levels by up to 20 meters, making this one of the largest dewatering projects undertaken in the Philippines.

WJ mobilised swiftly, sourcing equipment from the UK, Dubai, China, and local suppliers. At peak activity:
100+ site staff were deployed.
3 drilling rigs operated around the clock.
Despite encountering unexpected clay layers within silty sand, WJ adapted by installing an internal pressure relief system within the station box—ultimately delivering 6.5km of dry formation to the contractor.
